National Zoning Director

Lewisville Texas, Saddle Brook NJ

Essential Functions:

• Hands-on Director of Tillman Infrastructure’s Zoning strategy, align with customer zoning strategies
• Organize Tillman, Subcontractor, Outside Counsel, Consultants and Carrier presence / testimony at zoning hearings, nationwide
• Review zoning submissions for accuracy and completeness, conformance to Tillman Zoning Policy
• Create and manage national, regional, and local market zoning/permitting budgets
• Review and approve site-specific zoning plans, budget and spend
• Create detailed reports and presentations for senior leadership
• Oversee local legal selection for A&E/zoning/permitting
• Training/onboarding of new zoning / site acquisition vendors/ consultants
• Provide site-specific zoning risk assessment and recommendations
• Provide TI leadership and presence at zoning hearings, provide written and oral testimony
• Evaluate industry trends, potential customers, forecast sales and standard product requirements.
• Successfully engage with regional market offices providing support for zoning and related governmental permits necessary to the development of these projects.
• Identifying and analyzing preliminary needs, budget considerations, time and resource estimates and defining the project scope and objectives.
• Prepare project for a smooth hand-off to the Construction Director and markets regarding any zoning requirements for the field.
• Identifies the roles, responsibilities and accountabilities of project team members in relation to resource requirements for specific zoning projects.
• Provides direction and structure for each regional office construction team, establishing clear and precise goals and objectives and establishing logical objectives as it relates to zoning.
• Provide customer follow-up for general inquiries, issues or concerns, feedback on ongoing and completed projects as required.
• Attend site visits and customer meetings.
• Collect, analyze and present technical data and zoning recommendations.
• Establish and maintain effective working relationships in an enforcement capacity with the multiple stakeholders.
• Ensure all documents are uploaded to company and customer data-base by PC’s
• Mandate that new towers are not built until it is demonstrated that existing towers or structures (such as rooftops, water towers) can accommodate the wireless carrier’s equipment
• Other job responsibilities as assigned.

• Bachelor’s Degree required or equivalent work experience. JD and three years’ experience practicing law, preferably land use law, highly preferred.
• A clearly demonstrated telecommunications track record of proven hands-on success managing all phases of zoning administration on a national basis along with solid experience in residential zoning.
• Considerable knowledge of legal procedures as related to the enforcement of zoning laws and regulations.
• General knowledge of the current literature, trends, and developments in the field of zoning administration.
• Skill in interpretation of codes and in their application to specific situations.
• Computer proficiency: Microsoft Word, Excel required.
• Excellent organization and communication skills.
• Strong analytical and problem-solving skills
• Ability to manage concurrent projects simultaneously with a results-driven approach.
• Well-developed time management skills – multi-tasking and able to prioritize assignments, duties and daily work.
• Self-motivated and able to deal with a fast-paced environment and meet deadlines.
• Strong, supportive, and flexible team player. Travel as required.
